Senate Panel Backs OSHA, MSHA and NIOSH Funding: What It Means for Safety

Sep 03, 2025

The Senate Appropriations Committee has advanced legislation that would maintain — and in some cases slightly increase — funding for key federal safety agencies in fiscal year 2026. This is an important milestone for the occupational environmental, health and safety (EHS) community and reflects the value of ongoing advocacy by ASSP and our members.

What the Bill Includes

  • OSHA: $632.3 million — level funding compared to FY 2025, including support for programs such as the Voluntary Protection Programs and Susan Harwood Training Grants.

  • MSHA: $387.8 million — maintaining current funding levels to support mining safety and health initiatives.

  • NIOSH: $363.8 million — a $1 million increase over FY 2025 levels.

The recommendation for NIOSH is especially meaningful. ASSP and the safety community have worked hard to protect the institute’s funding and ensure it can continue leading research and prevention efforts that keep workers safe and healthy.

Why This Matters

Strong and consistent funding for OSHA, MSHA and NIOSH is essential to advancing workplace EHS. These agencies develop and enforce standards, conduct research and deliver resources that help safety professionals reduce risk and prevent injuries, illnesses and fatalities on the job.

What’s Next

While this recommendation is an encouraging step, it is not final. Both chambers of Congress must still agree on a final appropriations bill. ASSP will continue monitoring the process and advocating for strong federal investment in occupational safety and health programs.
